Quantum's Take

Penguin has had his kit reworked since the game soft launched, and they actually made him worse by doing so. He just can't deal enough damage to keep up with the rest of the Arkham team, and we usually refer to him as the pre-cursor to Joker if you don't have him. We are hoping for a kit rework down the road to bring him into relevancy, but for now he is an easy skip.

Umbrella Retreat

When taking melee damage, Penguin moves backwards. Can be triggered 1 time per battle, with cooldown of 5s. Summons an additional Penguin Commando upon ulting each time this skill is used
