The Flash is one of the most important supports in the game for anyone looking to maximize their damage in Combat Cycle. He doesn't need to be on a specific team to provide a massive advantage, because his kit is meant to cycle your other squad members' ultimates. In early tier lists I did not value him highly and I regret it. I see him staying relevant for a long time, and cannot wait to see the rest of the Flash Family.
